Mandate The judiciary, legislation, constitutional control, rules, immunities.
Membership The Bureau comprises a Chairperson, a Vice-Chairperson, a general rapporteur, a joint general rapporteur, and two secretaries. The membership is established by the Bureau of the National Assembly, after consultation with the parliamentary groups, and is subject to ratification by the National Assembly. Members' terms are five years, the duration of a legislature.
Working methods The agenda is set by the President of the National Assembly, after approval by the Conference of Chairpersons, and is finally endorsed by the National Assembly. The proceedings of the Committee may be open to the press. The Committee may carry out investigations. Ministers may be called upon to give testimony. The Committee may call on anyone whom it deems useful to consult. Decisions are taken by an absolute majority of votes cast.
Relations with other parliamentary bodies The Committee is appointed by the President of the National Assembly, to deal with issues falling within its competence. Other Committees may request, if appropriate, to give their advice on affairs referred to the Committee. If a conflict of competence occurs, the President of the National Assembly submits the question to the Assembly, which decides by secret ballot.
Relations with external bodies Draft legislation and resolutions are transmitted to the government within 48 hours of the announcement of their submission. Relations are conducted through the National Assembly and by the intermediary of its President in particular. If circumstances require it, the President of the National Assembly may refer matters to the Mediator of the Republic, or a group of members of Parliament, or a tenth of the deputies.
